Matti Joutsen holds a doctorate in criminal law and is Director of the European Institute for Crime Prevention and Control, affiliated with the United Nations (HEUNI). He has long represented Finland at meetings of the United Nations, the Council of Europe and the European Union. He was the chief negotiator for Finland on the UN Convention against Transnational Organized Crime, the UN Convention against Corruption, and the mechanism for the review of implementation of the Corruption Convention. Dr. Joutsen has written some 200 articles, studies, and papers on crime prevention, criminal justice, comparative criminal law, and international cooperation.
