May 14, 2019Dr.Raoof completed his Ph.D. in Business Law and a master degree in Private General Law from Strasbourg University, France. He also holds two graduate diplomas in Comparative Law from International Faculty of Comparative Law, and the International Institute of Human Rights, Strasbourg. Since 2017, Dr.Raoof has served as an Executive Director at The Kurdistan Regional Legislative Observatory in Erbil, Iraq. From 2007 to 2017, he was a Deputy Rule of Law Coordinator at Office of Provincial Affairs, Regional Reconstruction Team & US Mission Iraq. As an academia, he was a Law School Professor at Erbil University, where he introduced new topics to the curriculum and school structure including humanitarian law, clinical studies, moot court system and the creation of a legal clinic. Dr.Raoof has dedicated his career to Rule of Law (RoL) promotion as the foundation for democracy and sustainable development. Throughout his experience in Iraq, he has witnessed how RoL deficiency allowed for corruption to spread, increased poverty-inequality-injustice and crippled the economy.
